Civil War soldier from Delavan, Tazewell County, Ill. Served 1862-1865 with the 73rd Illinois Infantry, Company B. In July 1862, Baily (sometimes spelled "Bailey") joined the 73rd as a sergeant. He was promoted to first lieutenant in May 1864 and served until June 1865. At the battle of Chickamauga in Sept. 1863, he was shot in the neck; after 6 weeks of recuperation, he rejoined his unit.
